Sorry I couldn't reply earlier and thank you for the tips, but I have a question, What would be the best thermal Paste to use? And I tried to use XTU but the driver was unsigned. I will try to disable windows from blocking unsigned drivers. Thanks for the Help :)

Just curious but what form factor is it? Being a Dell OptiPlex, it has one of their own coolers on it which aren't the greatest for cooling and the case itself likely doesn't have the best airflow. Your temps are fine but cleaning the fans/heatsink and applying new paste is probably the best bet. If you're lucky you may be able to get an aftermarket cooler on it though it is doubtful. Maybe get some new fans in the case though. As for thermal paste, I use Cooler Master Master Gel Maker Nano and it works really well. It is pretty thin so it spreads evenly with any cooler I've ever used it on from stock OEM coolers that Dell likes to use to after market air coolers and water coolers.

The form factor I Mid Tower and thanks for the Thermal Paste recommendation, as for aftermarket cooling the side of the case is closed off but the front has a vent, I there are any coolers that can cool from the front of the case please let me know as I do not know of any. Thanks again xD
