Is a 1080p screen with a response time of 16ms bad?

I personally don't like anything over 5 ms response time.  

For a game like csgo I really like 1 ms.

 

As for refresh rate, 60 hz is fine for everything other than csgo.  For that I prefer 144 hz

Agreed, and I'd throw Overwatch and other First Person Shooters in there too.  If you play  FPS a 144hz monitor makes the game much more enjoyable.

Response times are largely a rubbish spec because there's nothing really standardized and it only measures pixel response. It doesn't account for input lag.

 

Otherwise, 60Hz is fine for casual play, but you should look into higher refresh rates if you want to go really competitive.
