hi, i want to build a pc. I've got all the parts ready but i want to stream it 2 floors higher from the basement (where my gaming goes) to my bedroom on the first floor (where i do general work like watching LTT videos). Both have Ethernet and i'm streaming to 720p or 1080p but i think more 720p i don't really know. I also would like a mouse and keyboard input, what should i take? Is there something like the steam ink but more affordable or should i plain go with the steam link.

get something like a chromebook or used old pc, and a wireless mouse and keyboard combo.

why? and when i go on pcpartpicker it says that there's no stock cooler but Linus said that there were new ones with each ryzen cpu so why is pcpp saying that?

X in CPUs name means overclocking. Those ship without stock coolers as overclockers go for aftermarket ones anyway.

With Ryzen, you can OC all chips. They aren't locked same way Intel has it. After bit reading, locking part is done with mobo's side. So you could just get non-X model with Wraith cooler and be happy with that. If you later want (and have suitable mobo), you can still OC it.

Maybe more people can weigh in with their personal experiences, but I've been super impressed with Nvidia's Gamestream technology and very disappointed with Steam In-home Streaming tech. For that reason I'd recommend a Shield or similar client device for streaming. 

 

To go into a little more detail, I'm currently streaming games via Gamestream to my Chromebook and both the host and clients are on WiFi. The input occasionally lags, but if I obviously didn't know better it's actually very difficult to tell that the image isn't being rendered natively. In contrast, Steam In-home Streaming would regularly deliver pixelated frames visually akin to YouTube compression and constantly drop the session.
