The SL could be secure level or sub-level. Remember guys that the levels are going down, not up. So level 1 is where the outside can go into the Vault, then they go down to level 2. So level 4 could be the lowest point in the vault, so it could even be service level as most water, gas, and electrical systems would be below everything else in a vault.
