RX 460 getting screen tearing and blurry video

I'm running windows 8.1 64 bit. So here is the full story, one day Microsoft released the Creators update. After I got it the issues started, many others fixed the issue by disabling xbox features and game mode. I tried to get help but couldn't get any answers. I then got frustrated so I switched to windows 8.1. The issue STILL continues and I really need help. Some games are near unplayable with this issue. Everything just looks blurry. This only started happening when the creators update was released. HELP PLEASE

Try Downclocking the RX 460 to see if it persists. Also try plugging your HDMI / Displayport cable into your motherboard / integrated graphics to see if the issue persists.

Lol idk. Probably try a different monitor and if that doesn't work try plugging into the motherboard. If that fixes it, it's in your GPU.

RX 460 is already downclocked so I will try using integrated
