Desktop and task bar unresponsive

Hello,

I have a dual monitor setup both monitors are 1080p. I'm running Windows 10 but the most curious problem is occurring. When on desktop i can move the cursor about on both screens however i can not seem to click on anything on my main desktop, none of the task-bar icons get highlights or the desktop icons, it is as if the mouse isn't even present, i cant even click on windows that are open on that desktop, however, i can use my secondary desktop normally without issue. What can i do to resolve this issue? So far i have noticed that clicking on an active task in my task-bar on the second functioning that is operating on the main problematic desktop allows me to interact with both the program and the task-bar, yet still not the desktop.

Try restarting PC.

Done twice, both through actual restart, and through shutting down and turning on again
