You really don't need a $1700 PC for web browsing, movies and light video editing/rendering.

I didn't think that would be particularly difficult to figure out.

Desktop - CPU: Ryzen 7 3700x | COOLER: be quiet! Dark Rock 3 | MOBO: ASRock X370 Killer SLI/ac | RAM: 32GB Corsair Vengeance LPX 3200MHz | GPU: MSI RTX 2070 Super Gaming X Trio | STORAGE: 2x XPG SX8200 Pro 1TB, Crucial MX300 525gb, Seagate Barracuda Pro 4TB | CASE: Phanteks P400s TG White | PSU: Corsair HX750i

Laptop - Dell XPS 13 | Intel i7 7500u | Intel HD 620 Graphics | 8GB RAM | 256GB M.2 SSD

Peripherals - KEYBOARD: KBD67 Lite w/Gateron Milky Yellow Pros | MOUSE: Razer Deathadder V2 | AUDIO: Sennheiser HD 6XX, Truthear Hexa | MONITOR: Dual 1440p 27" MSI Optix MAG274QRF-QD

cut down the cost to around 800$ or 1000$

i would go for ryzen 1700 with a mid range b350

for storage go for, 250gb 850 evo and a p300 3tb toshiba hdd (79$)

a decent cpu cooler like a noctua nh12s, will allow you to overclock to 3.9ghz without questions.

16gb 2x8gb ram (100-120$) overclock the ram to 3200mhz (boom, same performance as 7700k in games)

gtx 1050ti or rx 560 perfect for your needs

save a little money, go for evga 550w bq or b3 bronze power supply

this setup is high end desktop, it will cost you no more than 1000$

since you said you won't be gaming as much, i would highly recommend ryzen for extreme multitasking, video editing n even for AAA game titles.
