Dont think that it is fixable without swapping the panel. If you have still warranty on it, claim it, otherwise it is totalled. In this case get a new monitor

So recently my monitor has been acting super weird and it keeps displaying some weird windows that never go away. It isn't a virus and I think it is just a problem with the monitors. Enclosed are photos of the windows appearing on my monitor. They block the screen and are extremely annoying. I cannot click on them and they appear to be a part of the screen background.
