Switching from hdd to ssd

I'm thinking of purchasing a 250gb NVMe ssd (likely samsung 960 EVO), and running OS, select programs etc off the ssd and using the hdd for less mainstream stuff. My system's doing 520gb on my hdd already so porting is no-where near an option. Do you recommend clean installing windows or some funky backup solution to skip the redownloads?

What I did when i got an SSD is i unplugged my HDD and installed windows so the SSD and then installed the important programs to the SSD and made shortcuts to the programs which are still on the HDD. Steam games still worked from the HDD and I uninstalled all the old programs from the HDD too.

You can use the Samsung Data Migration tool to ommit your personal files and games too clone just your OS and applications
