So the pc I have right now is not the best and I have been wondering if I should upgrade or buy/build a new pc.

Here are my specs of my pc right now: 

CPU: AMD A8-5600K

RAM: 8.00GB Dual-Channel DDR3

MOTHERBOARD: MSI A78M-E45 V2

GPU: 768MB ATI AMD Radeon HD 7560D (I don't know if this is a built in graphics from the motherboard *let me know*)

STORAGE: 465GB Seagate ST500DM002-1BD142 and 111GB KINGSTON SH100S3120G (SSD)

CASE: Crappy case

PSU: Crappy power supply, don't know what it is...

 

So, should I buy or build a new pc or upgrade parts? If I should upgrade parts, which parts should I upgrade? I just want to play games with good graphics and frames.

New PC,  by the time you have replaced enough bits to make it do something fun you'll only have a handful of bits left. Keep the ssd and case.

Depends on how much money you are willing to spend. If you have a lot you might as well build or buy a new system. What is your budget?

RAM: 16gb DDR4

Storage: 512gb NVMe, 1TB Crucial MX300 SATA SSD

I will echo what has been said already. Build a new one, and use your current one as a media pc/ server to connect directly to you tv.

there's nothing in your rig besides the case, storage and maybe ram that is worth reusing, get a new rig and transfer those.
