Cheap mATX case with PWM fans

Molex fans? Most cases these days come with 3pin fans preinstalled, none I have heard of come with molex and very few have 4pins.

As long as you buy something that doesn't try to look obnoxiously gamery that is really cheap it will come with normal fans.
