what exactly do you want?

just monitor fps ingame? if then try afterburners rtss or maybe cam's overlay,also steam has a fps overlay

if you want exact information for indepth analysis go for fcat

I think some capture cards feature the ability to see FPS, but I am not sure tbh.

besides, i guess people overlooked the console bit because you cant put programs on a console, because if you could that's called a PC ;)

 

you can totally try and find a capture card or similar tech that does the trick tho, but do expect it to cost more than the console itself.

You need to use a PC to do a screen capture of the console gaming. Digital Foundry did an article on this a couple years back...http://www.eurogamer.net/articles/digitalfoundry-2015-how-we-measure-console-frame-rate
