Normally I would recommend Windows on the 100GB SSD, Storage (Pics, videos, ect...) HDD and Games on the larger SSD. If you are working on a video project I would recommend keeping the files you need on the SSD and then moving them to the HDD if you want to save them. as for storing the programs the SSD will allow them to load faster. I personally run Windows on my SSD and games on my HDD (ran out of space on the SSD) Giving windows its own drive (aside from a few smaller programs) I have found that it allows games to run better of the HDD then it use to as they no longer compete for the read/write of 1 disk.
