You can't have what isn't there.  The drive is most probably only 8Gb and unfortunately she got scammed.  The easiest and best way to find out is to use something like this:

And it's FREE.

SDFormatter is useful for formatting drives back to their original state. I use it on my drives that have been used for installers as they often show up as the wrong size after. 

 

Though, if she bought a 128GB drive for $5, it's almost certainly not actually 128GB.
