Alright guys , so my old Optiplex GX270 , since my father only uses the internet to look at news I thought this old guy would do the job. But after plugging everything in the right spot (display and etc,) and when I flip the switch. (I didn't even press the "ON" button on the PC yet) it starts to blink Orange on the power button. Now I saw a post on another website saying it might be a bad capacitor. And a bad capacitors are like what tilted or bulged. Well I don't see any bulged caps but I did see one small cap that was tilted. Help please?

The motherboard or PSU may be f*cked.

I tried pressing it and it just continues blinking. Nothing on the monitor.

The outside is covered with dust. Inside is perfectly clean it has only just been opened Yesterday. It has less dust than my current pc. Lmao

Anything else you done. This happened to my brother, and it was the motherboard that broke from usage...

Mind to take some pictures of inside the PC?

In this case, CPU, RAM, mobo or PSU could be the culprit IMO
