It's less of that and more that the FCC officials have pretty much all had a monetary interest in the companies in the past. Pretty similar to the FDA, lots of the officials were previously heads of food and drug companies because that gives them "the experience they need to regulate the industry". It'd be pretty hard for them to get away with direct bribery.
