I would probably use a Pentium G4560, the cheapest compatible Mainboard, 8GB RAM, an 128GB SSD and a good PSU.

upgrading old cheap prebuilts can actually be a very good option for low budget performance. this is just the first one I found.

I'd say to look for a decent All-In-One. They'd be pretty good for an older person, as the only wires are for the mouse and keyboard. And they don't have to worry about their screen being unplugged (Yes, I've been called to fix a broken computer that won't turn on only to find after doing a bunch of troubleshooting that the display PSU was unplugged) or anything getting messed up.

its so slow and dusty i need to help him but he likes the wireless keyboard and mouse so hes all set with peripherals and his old dell monitor vga connection only

I am at work so I can't look around much but, look at those gigabyte brix line or nuc line. they are small nice light use machines. they usually are bare bones so all you need is ram, SSD and OS. it is also small which makes it great to hide away or not take up much space.
