I have a razer blade stealth 4k and I only have the 256 gig ssd I was cheap and now I need to upgrade that thing what is the best value M.2 ssd Price to preformance?

For SATA? Adata Ultimate are a good budget option for the price.

If your port only supports PCIe, then I'd suggest Intel's 600p series.

MX300, SU800. If you want PCIe, I'd go with 960 EVO.

I love my 500gb 960 EVO M.2

I don't think anyone disputes that a 960 EVO is a good drive.  The question is price to performance.  If I got the extra funds and really want that better performance, I'd go with the 960.  But when the 525GB MX300 hangs around the same price as a 960 250GB 960 EVO, and it's got a really great performance for that price......my budget conscious side (wife & kids) says the MX300 is going in my system.
