I posted about this a long time back, but the major news sources hadn't picked it up yet and it was removed from the news section.

 

This is supposed to reduce the amount of busy background tabs by 25%. I hope it improves battery life for laptops, but I have a feeling a lot of that juice is getting drained by extensions.

 

According to the original source (second link) this was going to be a much stronger rule, but the implementation was screwing with TCP connections (WebSockets). The version going live in Chrome 57 is an implementation that is scaled back drastically.

well chrome can't do much about people websites heavily using Javascript so this seems like a good way to help.

What's wrong with how Chrome displays pages? If anything, it is the browser that follows the web standards the most accurately and extensively.

In fact, Google is one of the companies most involved with the development of free and open web standards.

Yeah they changed to me as well. And I bloody hate it, because of shitty TN panel I can't see them from certain angles with dark skin :/
