My friend is in desperate want of a gaming pc to run gta 5. I recently got a 1st gen core i3 with motherboard for dirt cheap if he putn a ist gen i5 in it would it run gta 5 paired with 8gb of ram and  a 2gb rx 460

You have to much more specific than 1st gen and ist (sic) gen. The cpu MUST match the motherboard socket.

80+ ratings certify electrical efficiency. Not quality.

Try to get enough for a 1050 ti due to gta favoring nvidia hardware and with the 1050 ti performing decent for the price, get a good cooler and oc an i5 750
