I'm trying to pick a 4k monitor for myself and when I was comparing a few monitors and their specs I noticed that one of them had a Freesync range of 54Hz to 64Hz which seems quite low. (most offer at least 40Hz to 60Hz)

 

So my question is, does such a low freesync range even matter, does it still improve gaming experience in any meaningful way?

Or is this just some sort of abuse of unregulated Freesync feature so they can market it...

yes that's right, although freesync is advertised as 9 - 240hz its impractical for a monitor to drop as low as that, so the range is generally 40 - 144 (max refresh so in this case 60hz)
