Yes it would work the same. But, If youre not on an X99 rig you should go with the 2x8 set as you wont benefit from having all 4 dimm slots filled.

@KyoSohmaGenerally speaking, the 8gig sets have a better value over the 4gig sets.

You will still access all the ram, but you won't get any more bandwidth due to consumer boards only having dual channel ram while x99 is quad channel. Basically, it will be no different, just get the cheaper one, assuming speed and timings are the same. Or just get the 2*8 if you ever want more ram.
