Dead backlight revival and dual monitor setup

Ok so first of all some background info. My old monitor is a benq GL2250. It started to give out like 6 months ago, huge black smudge would appear on the bottom (would sometimes go away if i restart, and reappear with a smaller smudge), sometimes even half a screen diagonally would be black smudge (you could still see through it though). Anyway, i bought a new monitor, benq GW2470. The old monitor was sent to rest in a shed. The shed is old, moist and cold. The monitor spent the entire winter there, and winter here is from -20 to 0 all the time. Fast forward to today. I'm building a new pc and doing stuff on it so i figure a second monitor would be nice so i can work parallel. I go and get the old monitor (6 years old now) from the shed, plug it in, and it works flawlessly. No spots on the screen, nothing. I'm expecting it to fail anytime now, but it's still going strong, weird right.. 

 

Now, i never used a dual monitor setup, but i figure it's straightforward. So the things that may seem like issues are maybe normal? :D Anyway, there is no taskbar on the 2nd monitor. Anything i open on it appears on the first one. My main display is my new monitor, they are detected and identified. I can drag accross them.  

 

http://prnt.sc/einrcz   This is a picture of the settings, img won't insert for some reason. So the displays are different in size and that's what i imagine is causing this "issue". Namely, the 1st monitor is risen slightly above the 2nd one because otherwise i can't put my desktop icons right above the taskbar (there is an invisible row between icons and taskbar)

 

TL:DR 

No taskbar on secondary monitor (not sure if normal)

When i open things on it, they open on the 1st monitor (still not sure if normal, would make sense though, using it just to drag open windows on it)

Monitors aren't leveld (size issue probably)

And lastly, how do i change the wallpaper of 1 without changing the wallpaper of the other monitor?

I'm using windows 7, drivers are all up to date (forgot to mention)

First monitor is connected with a miniHDMI (in gpu) to HDMI in monitor, 2nd monitor via DVI (if that info is relevant)

The taskbar thing is normal, I have the same. If you want to put the taskbar on your second monitor, you can go into the display setting and change primary monitor to that one, same will apply to the opening programs thing i think.

That much i figured out. So you can't have the taskbar on both monitors, correct? Atleast on w7

I use windows 10, where i have a taskbar on both monitors though my secondary monitor doesnt have the show desktop thing in the bottom right corner, i'd suggest googling it for windows 7.
