I have Neptun 240m with 2 costum Vardar SP fans on, but that only makes up for noise, performance is pretty much the same. Temps shouldn't be as high, not at the start at least.. My 6700k OCed to 4.5Ghz usually heats up to somewhere around 70 after an hour of Aida 64 (22-24C room temps). Fan speeds 40% (or somewhere around there) Maybe you just got unlucky and this chip runs very hot due to bad IHS design of the Kaby lake. It could be that you've applied to little thermal paste.

In worst case scenario, you'll need to delid it and change the thermal paste underneath the IHS, then put it back together directly on the MB without sealing it of again. Silicon that comes between the chip and the IHS makes it so CPU die doesn't have good contact with it, thus temps get higher. Try every other option before you do that.. Run the test for a longer period of time to see to there temps climb. AIOs have at least 45min warm up time

What are you running voltage at for all of these different parts that you've tried?

If you are running stock, manually set the voltage to around 1.2v and test it out.  Keep dropping it until it's no longer stable and then add a bit back to it.  Verify stability once again and then switch from manual mode to adaptive mode using the same voltage that you determined to be stable.
