A10-7890k 2 cores running running at low Ghz?

I have my A10-7890k CPU set to run at max speed all the time (4.1Ghz) and only 2 cores are running at that speed. The other two are running at around 1.7Ghz all the time. All bios settings are set to not get in the way of running at max speed. (cool n quiet disabled, turbo core, etc). Power settings at high performance with max cpu speed and cooling set to active. Any ideas? 

I also "unparked" all 4 cores through the registry and still nothing.
