You want more CUDA cores so yes a 1080ti would help.

If you want to be on the most edge of technology, you might as well buy it, but I don't think it is that much faster for video editing, different when you render 3D model with that. Not the best bang for buck

 

Of course, it also depends on how many years you think a system would last and could you spend more for the new ones
