Silverstone Fan Hub Running Full Speed

Looking to see if i can get some quick help here. I just picked up a Silverstones SST-CPF04 to control the 3 fans on my top radiator. Im having a issue though were when the fans are connected to the hub they are constantly running at full speed. I cant even seem to change their speed with Speed Fan. I plugged my fan directly into my motherboard and the PWM function seemed to work fine. Im not to sure what could be causing this issue. If anyone has a clue that may help me out it would be much appreciated. 

My Motherboard is a Gigabyte Z97 Soc Force. My fans are Cougar Vortex  PWM CF-V12HP
