I'm running a Node 202 watercooled build using the H60 and short GPU.  I CANNOT get a ND-h15 or similar air cooler, nor can I get a 240mm rad or 140mm rad AIO. 

 

The H60 is what I have and while I know its not the best for overclocking I am wondering how high of an OC I am likely to get with such a cooler.

 

I tried an auto OC to 4.5Ghz (I know, not good) it immediately throttled on Aida 64 and quickly shut down.  Any suggestions on where to start?

I say 4.2ghz - 4.4ghz isn't bad for an itx rig. I could oc more and cram something crazy into my core 500, but I don't see much real world benefit to push beyond that for a compact build honestly.

OC manually. That's really all you have to do... the problem is that Auto just throws so much voltage that the thing can't be cooled. Do it manually, though, and you can make thing manageable.

 

Oh, and btw, don't use AIDA. It's a potato test, it's pretty easy to pass it just to have a crash as soon as you open a game.

What do you suggest? I have the full suite of 3d mark (humble bundle W00T) and found they didn't push the CPU a lot as I only have a 1050 ti (methinks a bottleneck?)

3DMark doesn't push the CPU either. For that, you need some dedicated tests. I always recommend Prime95 (latest version), but OCCT should be good as well.

 

Reminder, you probably won't get much of an OC with a rather weak cooler in a very limited space. Still, it's worth a shot.
