4x4Gb ddr3-1600 ram but windows is only picking up 12Gb?

as you can see in the total it says 12236Mb of ram. is this becacuse almost 4Gb is being used by something such as windows or is it one of my dims or slots are going bad because they all appear to be in place this is leaving me confused any ideas?
