RX470 hands down unless you plan on playing battlefield 1.

older build? you can get a older oem

computer 3rd gen i7 or 2nd gen i7 for 200 usd 

add a ssd and a hdd for cheap- 100 usd

8gb ram should be enough 

a 470-150 usd

450 or 500 usd you can get a good system.

Maybe you can squeeze in an i5 and this card?

Battlefield 1 is a CPU whore, and it performs poorly without a true quad core.

other games, however, really need the GPU power a lot more than the cores. it's a tough choice.

I live in Argentina (South America), so I can't buy anything via foreign websites due to the import tax...

The GPU, case and power supply aren't at that price in my country, so those specs are impossible for me. The CPU, motherboard and RAM are OK, but the price would still being the same.
