Flickering on desktop with display port

Hey, I recently opened up my pc to install a new power supply and when I boot the pc with my monitor connected to the display port on my graphics card I get flickering and artifacting on the desktop, strangely I dont get any of this while I am in the motherboard bios. Any ideas what the issue might be?

 

Update: ive narrowed it down to only happening while my monitor is set to 144Hz but still no idea how to fix it
