8gb ram but only 4gb installed? wtf

Possible one of the motherboard slots is dead or you didn't plug the stick all the way in?

Is the RAM seen in the BIOS? Can you change RAM slots to see if that does anything?

If everything is installed correctly, it might be a dead stick or slot on the board. 

 

Also, I assume you have 64 bit Windows?

Maybe you have 32 bit Windows, you need 64 bit to support over 4gb of RAM.

I believe 32bit system can see a total of 4 gigs of ram. Windows sees all ram as one big pool. If other devices in the system have any ram. Ex. VGA , there  will be less ram allotted to system memory. in which case you will only have 3.5gb of ram available.
