Have you tried speedfan software? If it doesn't work there should be fan control options in BIOS or UEFI.

- ASUS X99 Deluxe - i7 5820k - Nvidia GTX 1080ti SLi - 4x4GB EVGA SSC 2800mhz DDR4 - Samsung SM951 500 - 2x Samsung 850 EVO 512 -

- EK Supremacy EVO CPU Block - EK FC 1080 GPU Blocks - EK XRES 100 DDC - EK Coolstream XE 360 - EK Coolstream XE 240 -

Unless your mobo supports fan control you need to buy a case fan controller to be able to turn them down.

it has a built in one on the top of the case, and thats turned all the way down, like it always is, I don't get why they randomly turned all the way up to 100%, my only assumption would be it got a bit hot (which has never happened) or a bit of dust got in, but it's been an hour now, surely it'd have solved that problem.

Just to try it. Does it make any diffrence if you turn the fan controllers all the way up?

Just the built in one that comes with the case, dinky little thing with 8 slots behind the mobo tray.

You might want to try and connect the fans directly into the mobo instead of into the fan controller.
