Zotac GTX 970 fans really loud

I was recently given a Zotac GTX 970 and after installing it in my pc the fans do not slow down to idle. On start up they go to 100% and then when I log in the fans slow down but are still really loud.

Now I thought 970 fans stop when they had no load because my friends evga ssc 970 fans stop spinning when they have no load on them. What should I do to slow them down?

I have updated all drivers and tried to use msi after burner to set the fans speeds to as low as it will let me put them but no change occurs.

Did you make sure to click apply in afterburner?

don't think that that card is able to stop the fans at idle at stock settings.

besides: maybe the rest of your case is "too hot"?

the 970 is overall more on the hot than the cold side

card is only running at 29c

Check the fan cable make sure it's not broken 

Also try modifying the fan curve in After burner or Firestorm

If none of this works then Contact Zotac Support

If you can't fix it, overclock that card, if its going to be loud but cool then you might as well get the most power out of it you can.
