Will the i7-950 bottlenecks a R9 390 8GB? 

Planning to play Battlefield 1 and Titan Fall 2

As long as you are overclocking it a bit and not concerned about getting triple digit FPS, you should be fine with that cpu.

Once you start going over 75+ FPS, the CPU becomes increasingly important.

 

Now, do you already have the CPU+MOBO already or are you going to be purchasing it?

When in doubt, re-format.

already have cpu and mobo, just looking to upgrade the GPU to R9 390 8GB

A cpu+mobo upgrade is in your near future. But that system should have no trouble with all but the most cpu-hungry titles for now.

BF1 is so well optimised at this point that it should run quite nicely.

When in doubt, re-format.

You could upgrade to a Xeon X5680 and OC to 4.3Ghz.

LOL i get 90 to 120FPS on ultra 2560x1440 with my 980ti mate ;)

I'd say youre fine in most multi core optimized games, including those two.  It's a first gen i7 but a pretty high clocked one at least.  It will bottleneck in some other games. 

I would personally go for a lower end card on that old of a CPU out of principle, but if a 390 just fell into your lap and you have the PSU for it you should be ok.

Well I don't play it but I played the beta. Got 60FPS at 4K so yeah. Very little bottleneck.

If your system has an SSD you should be good to go.
May need to OC your CPU to +4GHz to keep everything running smooth

Alternatively, most consumer x58 boards support 6 core xeons which can be picked up cheap (x5650 or x5670 is my pick), this will run far better IMO

An X5670 or 5680 should have no problem pushing a GTX

1080.

ohh at 4K yeah sure no i get what you mean...but many people like to get more than 60FPS especially if they play at 1080p or 1440p in which case the CPU will hold them back quite a bit when paired with a higher end GPU.

It will be oaky for 1080/1440p, but don't expect more than 60fps.

Uh what? The CPU won't bottleneck him that hard. He will get 60FPS at 1080p at the very least.

Those xeon parts have somewhat good multi-threaded performance but their single-thread performance is quite low when compared with current CPU's...which is very important for gaming.
