you can get a pretty cheap PC that can function for GTA V, but if you want it to function well that is a whole different story. how well do you expect it to run? (graphical settings, resolution, and fps are important here).

The Graphic doesnt need a high graphic, 720p just fine, and the fps at least 40+

Well... The bare minimum would be:

Corsair cx430

Gigabyte GA-H110M-S2H

Pentium g4400

8gb of crucial balistix sport ddr4 (single dimm)

Any case that supports mATX boards (cooler master n200 is a great beginners case)

Rx 460 2gb, pick the cheapest option wity a double fan

Western digital blue 1tb harddisk

I5 4440//8gb Corsair Vengeance ddr3//Sapphire Radeon r9 380 4gb//ASUS h81m-plus//WD caviar blue 1tb//Cooler Master N200//Cooler Master G500

all depends if you want upgrade room. if your able to get a 1151 socket mb and a i3 to start, that would be amazing as you can simply upgrade to a 6600k or 6700k later on, and with kaby lake coming out soonish, the 6th gen chips should go down in price (a little, it is intel after all)

600 USD?

This would be what I recommend (goes a few bucks over, but its pretty close to 600) You could trim it down a bit to get it around 600 (for example switching out that SSD for a 1TB HDD). If you could stretch it to 700 USD, you could also afford an i5 in the build instead of that i3. It would help a bit but you don't really need it. this build should be capable of playing GTA V at 60 fps at 1080p at ultra settings. 600 USD gets you a pretty respectable gaming system nowadays if you spend it right.
