How long till I MUST upgrade i5 Haswell?

I have a Haswell i5 which is clocked at 3.2Ghz and locked. It's just shy of the minimum specs of Witcher 3 and it has me wondering: How long before minimum processor speeds for gaming surpass what I have, and how long will Haswell be on the market for? I'm on a bit of a budget and am trying to plan what my next best move is for an upgrade.

Considering that even the 6-year-old Sandy Bridge platform is still, with a modernized video card, good for most gaming, I doubt you'll have a problem with Haswell for at least the next few years.  Hopefully your financial situation improves a bit by then.

if you are happy with performance, keep it. Upgrade when you feel you are not satisfied anymore.

You will have plenty of performance with a Haswell i5 for almost all games on the market.

It has a higher base clock frequency then the i5-6100 and only .2GHz less than the i5-6600k. However, there has of course been instructions per clock and thermal improvements between that many generations of CPUs.
