I'm not entirely sure what your question is?

 

A "Chargeback" on PayPal is when you buy something (or otherwise send someone else money), then afterwards, dispute the charge - you're telling PayPal that (for one of many potential reasons) you didn't get what you paid for.

 

Legitimate examples of chargebacks:

Someone sends you a dead item

They send you the wrong part

You pay, then they immediately disappear, won't return emails or calls, etc

 

However, some people will try to scam the system, by buying a product or service, then issuing a Chargeback to get your money back - you could potentially (if not caught) get the thing you bought, and your money back too.
