Whenever I try to copy something form an external drive or a DVD the copy speed goes down to 0 bytes per second about half way through the process.

The disc is probably scratched or corrupted. I had similar problems, where it will go half way, then stop, and then finish 20mins later.

That window says it's being canceled though... so of course it's stopped transfering.
