I have just been watching some videos on the 970 vs 390 in some games and it seems the 390 gets a lot of frame drops. Also when the 970 is overclocked the 970 seems to be winning as well... Why?

Well which video?

390, more wins at 1440p + though

1080p 60hz? because then you don't even really need a high end GPU lol, but still I'd stick to the 390 for the DX12 support, in the newest hitman game it put it on par with a 980ti under DX12.

I already posted it, was 200 pounds less with comparable CPU performance and more GPU performance, so upgrade your display to 1440p with the money saved lol, or if you're playing rocket league buy a 1080p 144hz free-sync display, it would be TN though, but better for esports type games due to the extra frames you see

Only if you upgrade your display before hand, as a 380/X is fine for 1080p 60hz gaming.

also the 380X is only worth it if it's only maybe 10-15% more than the 380 4GB

It's just about what I'd get, although I'd maybe go for the 380 4GB and go for a 1440p 144hz display, but depends if you want the extra pixels, it costs 399 pounds, so almost double the price of the 1080p 144hz display

also be sure the check the free-sync range on it.

course I recently got an 8300, but that's just because I'm crazy.

Given maxwell's lack of performance gain in DX12 and additional display cost, being a minimum of $100 more for G-sync, it's not that hard a choice overall, especially in the mid range where AMD GPUs get you more performance on average now.

Aside from fun, you'd need like an i3, and it would be a complete waste on a 1080p 60hz display

I'd recommend getting a cheap case somewhere somehow and overclocking the i5 to 4.7GHz on that board. Might need a BIOS downgrade though.

They also don't have integrated video cards, which are requiered for QuickSync. Howerer, if it were a Radeon build, it would be a great option for Haswell, as AMD's VCE is outputting high quality too.

Intel doesn't like it, but it still works on older BIOSes. Asrock calls it SkyOC.

Skylake has separated PCIe and BCLK clocks, however, they run synced by default. Z170 chipset has 2 clock generators, therefor you can use one for PCIe and the other for BCLK OC of CPUs. (originaly intended only for K CPUs) This was found out and abused by some manufacturers to get BCLK overclocking on nonK CPUs. Some also included external generators on nonZ boards, to allow for the same feature.

U mean IGPU , Xeon e3 1246 v3 is CPU  with IGPU p4600 and there are many skylake architecture based xeons having hdp530  IGPU
