Is this for all games or just a couple/one? I have a couple of games that the mouse goes off the screen in fullscreen mode, but having it in Windowed boarderless often fixes it for me. If it's only for a couple, it's an issue with the game, rather than anything you can fix with other settings AFAIK.

that made 0 sense, ofc its gonna go over to my 2nd monitor and exit the game unless its in FS(fullscreen)

No, that's not how windowed works. I run all of my games in windowed because I don't like alt-tabbing out of full screen with multiple monitors and (most) they don't go off the edge of the window unless you're in a menu that has a mouse cursor.

when entering windowed fullscreen it just leaves my primary monitor, like there is no walls, this happens in every option except for FS, then my mouse only rapidly leaves my primary monitor, like its flickering

It seems that the issue is kind of hit and miss. Some people have it, some people don't. 

Try entering raw_input 1 in the console in CS:GO. Some people claim DualMonitorTools can fix the issue as well. http://dualmonitortool.sourceforge.net/

Other than that, there's not much people suggest. Disabling the other monitor when you play CS:GO is a sure way to fix it, but it's kind of a pain.
