550w is plenty even for a 290x, I had a 295x2 (2 290x) running on a 650w psu(although I dont recommend it).

WOW really? I guess manufacturers really over estimate there cards psu wattage. since the 380X recommends a 750W PSU!!! LOL

Thats mostly because regulations on psus are so lax that you can build a crappy 300w psu, make it not shut off when it exceeds 300w and put a 750w sticker on it.

With a r9 295x2 and a 6600k @4.7 ghz my max power usage is closer to 600w than 650w when I stress test everything.

290X is around 40-50% above the 380X

Yup. A 290X uses around 280W max

used 290x does quite a bit better than 380x like a noticeable difference just make sure that what your buying is in working order and not damaged much at all

That's normal though - the compute performance on a 290X is absurdly good

310-320w during normal graphics workloads. 400+ if running Furmark (best game ever. AMD always scores the highest)

well intel HD has shitty power limiters and generally only respond to temp issues. With a good cooler i wouldnt be surprised if it can hit 80w

it should be limited to 7,5 or 10w in laptops. Atleast in mid-range models.... The CPU is limited to 15-20w

If you run multiple programs at once. Or say play 2 games at once. 

But if you think you're gonna be needing 16GB then I suggest 1x8 first. Then grabbing another one down the road.
