Lag Spikes , tearing out of nowhere

Hi guys , I have a huge problem that's bothering me for 5 days . 5 days ago I started my pc , went to play a little cs:go as usual and outofnowhere I had lag spikes (spraying was impossible , It would block for 1 2 seconds and then it starts normally) fps drops from 250 300 fps constantly to 150 maybe lower than that with a smoke and molotov , the image is shattered when I move my aim across the game and the tearing I can't handle it anymore . I did not do anything to it at all , I tried reinstalling my windows , cleaning all my pc everything but unfortunately nothing works for me . I'm so pissed off that I might throw my pc to the trash can , please help me with ideas . Specs : CPU - i5 4460 3.2ghz Gpu - gtx 960 g1 gaming 4gb vram 128bit Rams - 8gb hyperx savage 2400mhz , Power Supply- 600w bronze + , Motherboard : Asrock b85m Pro 3 . My temperatures won't go up from 45 on gpu and on the cpu 40 45 .

completely uninstall and reinstall drivers

Did that 3 hours ago , I completely reinstalled the pc from windows 8.1 to 7 and my graphic cards driver from the lates version to one from february but it did nothing . When I'm scrolling on facebook my cpu goes 49 % usage with just skype on .

that usage spike could mean that you have programs running in the background. what anti virus do you have? and do you have multiples? or just one?

I have no antivirus , and it's a new windows how could it be a virus ?
