The title, I want to do more editing and the 6700k is a bit lacking for time I feel. Or should I hit up Xeon's?

Ideally, if your computer still turns on the CPU should be fine.

Hmm, I have a used i5 6600k and a decent mobo for it and a 970 xD I forgot to set it up for folding.

If I remember on my phase change I got it to like 5.2 Ghz so its a good overclocker, better than the 6700k

Hah, proves phase change is only for the low temps, it doesn't help much with oc.

It does help, especially on Skylake, it really likes cold. Your chip may just not scale well, or the phase you used may have had a bad mount, or not gotten very cold. 

Also have to cram some volts, and a delid usually helps a lot on subzero as well.

What volts do you have to run for 4.8?  Can you do Cinebench R15 at higher than 4.8? If so what volts does it need?

 

Also about the x99 stuff, which Xeon were you looking at? A 5820k may do nicely and save you a bit of cash, depending on what you do editing wise.
