The SteamVR Performance Test measures your system's rendering power using a 2-minute sequence from Valves Aperture Robot Repair VR demo. After collecting the data it determines whether your system is capable of running VR content at 90fps and whether VR content can tune the visual fidelity up to the recommended level. For machines that are not VR Ready the tool can help determine whether capabilities are bound by Graphics Card, CPU, or both.

System Requirements
RECOMMENDED:
OS: Windows 7 SP1, Windows 8.1, or Windows 10
Processor: Intel® i5-4590 / AMD FX 8350 equivalent or greater
Memory: 4 GB RAM
Graphics: NVIDIA GeForce® GTX 970 / AMD Radeon™ R9 290 equivalent or greater

I ran the test on my rusty old Q9550 with a GTX970 and amazingly, it's VR ready :o

so yeah ,, this test is absolutely flawed - unless ValvE will "force" every VR title launched on their platform to use the Source(2) engine

Spoiler

ps: to run the test on a multi-GPU system, add -multigpu to the command line

It says right there that the CPU pretty much isn't taken into account. I would think most people running a 970 have an i3 at least, and probably an i5.

the CPU, on all cores did not reach 100%

Seeing as OP has a GTX 970 used in it I can pretty safely say I don't need to download this test. Same GPU but otherwise my system is better.

Spoiler

Case Bitfenix Ghost, Mobo Asus Maximus VIII Ranger, CPU i7 6700K @4.2 Ghz cooled by Arctic cooling Freezer i30, (barely). GPU Nvidia GTX 970 Gigabyte G1 @1519Mhz core, RAM 16Gb Crucial Ballistix CL16 @2400Mhz. SSD 128GB Sandisk Ultra Plus as my OS drive. HDD's  1TB  Seagate ST31000524AS its OEM, 3TB Seagate Barracuda, 2x 500GB WDC Blue (RAID 0)

If it isn't working absolutely perfectly, according to all your assumptions, it is broken.

Yes, but what I meant was that the test was not meant to test the cpu, because every game is so different when it comes to cpu loads they wouldn't be able to give you an accurate representation anyways.

ready but this is in no way shape or or form representative of the reality especially if the difference between a fx-8350 and a i7-6770k is about 0.2 points . The actually difference can be up to 50% in games , also my cpu wasn't even used in the benchmark (it didn't go over 37*C on AIR).

Also note, your system's USB capabilities have not been evaluated.

Just wow.

The ability to google properly is a skill of its own.
