180 Euro videocard

So I need a video card for my new build for around 180 euro (200 USD)

I can get a used 3d club R9 280x royalQueen for 180 euro or an Powercolor R9 280X 3GB for 175 euro

or is it better to buy a new one if so please suggest what card

(it will mostly be used for GTA V)

both of those cards are okay in my book so pick whichever one looks better to you.
