I would personally go for a 1080p with high settings, because you would only be able to handle 1440 with medium settings with your current build. How big of a monitor would you be looking for?

Try a GTX 970..?? same price, better performance

Intel i7 6700K | MSI Krait Z170A MSI GTX 980 w/ NZXT Kraken G10/x31 Corsair Vengeance LPX 16GB Samsung 850 EVO 500GB SSD/WD Blue 1TB HDD NZXT H440 | K70 RGB/SteelSeries Rival

With only one R9 390,  1080p  at 144Hz is harder to push than 1440p at 60Hz. So you should take that into account.

Forgive me El Guapo. I know that I, Jefe, do not have your superior intellect and education...

A 390 is a better buy than a 970 is raw performance.

I think you should go with a IPS 1440P 144hz monitor although you will need to lower your settings a bit to get a decent experience at 1440P.

The 390 beats the 970 most of the time, the rest of the time they perform about the same.

1440p will look better and the r9 390 will be just fine for 1440p and Benq also offers a 27in 1440p monitor for a really good price that is just a little bit more than the 25in monitors so i would consider that over a 25in.
