Will this PC run gta v at playable frame rates

My friend want a cheap rig to run some games on (mainly gta v) He doesn't expect to play at ultra high settings, but would he be able to play at like medium settings with a decent frame rate?

I'd say medium at 1080p will give you 40-60FPS, comfortably. Depends on the scenario in the game, of course.
