Purchase of NTSC console In PAL region.

So my brother Is planning to get an Xbox One cheap off Ebay, however I noticed that they are alot cheaper In NTSC regions (US etc). Can I purchase a console from an NTSC region and still use It In a PAL region? He needs to be able to set the Xbox to Norwegian and buy games from a retailer (non download).

Xbox One games are region free. Can't be of help for the other concern, though.

Region free games shouldn't be a problem, the problem might occur with region locked ones.  As for connecting the console to a TV, I believe modern TVs are both 50hz and 60hz capable and if the connection is going to be over HDMI it shouldn't be an issue.

 

However you can always contact Microsoft/xBox or do a search on Google for a more accurate answer.
