UPDATE 3 (8:25pm): Valve has finally commented on today’s events, sending a statement to Kotaku this evening:
Steam is back up and running without any known issues. As a result of a configuration change earlier today, a caching issue allowed some users to randomly see pages generated for other users for a period of less than an hour. This issue has since been resolved. We believe no unauthorized actions were allowed on accounts beyond the viewing of cached page information and no additional action is required by users.

Not posting in the news since I haven't found a source yet (other than my own steam account and Tweets by TB, following) but apparently Steam is randomly displaying other people's accounts in store page and in community profiles, complete with absolutely all of your personal information.
 
Doesn't seems to be much that can be done at this moment, but apparently they've taken down the community hub and might take down the store soon, still, unlink paypal accounts guys

EDIT: As per request a bit of a PSA:
 

Do not unlink your Paypal or credit card through Steam, only through your Bank/Paypal website.
Don't even log in. Leave it alone.

Remember to do it only through the paypay website (or your bank) and nowhere else specially nowhere near steam.

They are: open your steam store page or store.steampowered.com and you will some a random's persons account, like EVERYTHING including payment details.

 

I.E. I just clicked on a game and it brought me the store page in chinese.

Valve, just swollow your pride and take your serves offline. You fucked up royaly, and taking your serves offline untill the problem is fixed seems like the best plan.

I logged out now too. Just go to community then refresh and you should end up back in your own account. From there click your name then log out.

Because its a caching issue, avoid using steam or steam services/websites/URLs (Source: SteamDB, Twitter) Also, you should DE-AUTHORISE steampowered payments on your paypal account (NOT ON STEAM!, on paypal.com!!) becuase it can be used to buy games (Source: PlayNation, German Website)
